Renewable energy such as wind, solar, hydroelectric and biomass (gas released from landfills) produce less air pollution than sources that rely on burning coal or natural gas. The Texas power market is one of the most attractive in the country for new investment. Forty-seven new power plants have been built or are being built in Texas since 1995 (thats almost one-fourth of all power plants being built or planned in the nation). The properties represent a $10 billion investment in Texas. These plants provide jobs and sales and tax revenue into local Texas communities. Q: How does Electric Choice affect electric rates? A: The base rates for residential and small commercial customers of investor-owned utilities in Texas were frozen from September 1, 1999, to December 31, 2002. On January 1, 2002, rates for most of these customers were lowered, creating the “Price to Beat.” The Affiliate Retail Electric Provider cannot charge above this rate until it loses 40 percent of its customers or five years pass, whichever comes first. Q: If electric rates are frozen, why does my electric bill rise? A: Texas law allows the Affiliate Retail Electric Provider (the electric provider that was part of the original electric company that generated and sold electricity in your area, that now only sells electricity) to ask the PUC to adjust the “fuel factor” portion of its rate when there are significant changes in the market price of natural gas and purchased energy. These requests, which may be made twice a year, are subject to PUC review and approval. The cost of natural gas has increased significantly over the last year, and fuel factors have been increased to reflect the higher cost of natural gas. Q: How does the new competition law protect the environment? A: The law requires “grandfathered” power plants (those that predate the 1971 Texas Clean Air Act) to reduce nitrogen-oxide emissions by at least 50 percent and sulfur dioxide by 25 percent before May 1, 2003. Encourages upgrade or retirement of older power plants to meet emissions standards by allowing utilities to recoup the costs of retrofitting or retiring certain older power plants. Provides incentives for energy efficiency programs that will result in less demand for the production of electricity. Requires retail electric providers to buy an additional combined 2,000 megawatts of Texas renewable electric generation capacity statewide by January 2009, from sources that include wind, solar, hydroelectric, biomass or geothermal. Q: Do I have to switch from my current electric utility? A: No. If you decide not to choose a new Retail Electric Provider, your service will be provided by the Affiliate Retail Electric Provider. The Affiliate Retail Electric Provider is the electric provider that was part of the original electric company that generated and sold electricity in your area, that now only sells electricity and provides customer service. Questions Changing Providers Q: Is there a penalty for changing providers? A: There is no switching fee unless you request a special meter reading at a time other than your regularly scheduled meter reading. There may also be penalties if you break an existing contract with your current Retail Electric Provider. Review your Terms of Service agreement for details. Q: If I sign up with a new Retail Electric Provider, when will the switch to that company happen? A: Customers can choose a Retail Electric Provider at any time; however, you will not begin to receive power from your new Retail Electric Provider until after your next regularly scheduled meter reading. Before you are switched, you will receive written confirmation in the mail. You will receive your first electric bill from your new Retail Electric Provider on the following billing cycle. Q: Do I have a right to cancel? A: Yes. You may cancel within three days from when you receive your Terms of Service agreement by contacting the Retail Electric Provider. If you are hand-delivered a terms of service agreement or you sign up for service using the Internet, there is a three-day cancellation period. The confirmation that will be mailed to you will also provide a way to cancel your switch. Q: What happens if my Retail Electric Provider stops serving customers? A: You will not be without electricity. Your Retail Electric Provider must give you 30 days advance notice to give you time to select a new provider. Since 1995, 47 new power plants have been built or are being built in Texas, representing one-fourth of all power plants being built in the nation. California has built only two power plants since 1995. New plant construction will allow power generators to easily meet the needs of residential and non-residential power users in our state. Texas imports less than 1 percent of its power during peak power demand, compared to California, which imports at least 25 percent of its load during peak demand. Long-term wholesale market contracts in Texas shield customers from price volatility. In Texas, power generators and Retail Electric Providers can negotiate wholesale power purchases for the lowest price, which benefits customers. Texas enacted strong measures to protect customers during the transition to a fully competitive retail electric market. These measures have kept a lid on electric rates so Texas electric customers wont see their electric bill double or triple. By doing two simple things almost nobody else is doing: 1) write down a job search goal and 2) read it out loud 10 times a day. Do this and you’ll find a job faster as a result. I promise. Here’s how … Depending on which self-help book you read or success guru you listen to, only about 3% to 10% of the population has written goals, with deadlines. To prove this, ask yourself — do you have written goals? Probably not. Now go ask 10 friends. Only about one will answer yes, if they’re honest. The point is this: only a tiny percentage of people take the effort to decide exactly what they want in life and then write it down in the form of clear, specific goals. This may explain why only a tiny percentage of people rise to the top in any profession. Why a tiny percentage are truly happy in their work. Why a tiny percentage sail from one rewarding job to the next, as if they were following a blueprint for success. Well, that’s what written goals are — mini-blueprints for success. Think about it. Would you hire an architect to build you a home who refused to draw a blueprint? You’d think he was nuts, of course, and show him the door. And yet, I’ll wager that more than 90% of people look for work with no written goals — blueprints — of any kind. Is it any wonder so many folks meet with so much frustration and take so long to get hired? OK. Let’s get you a job search goal and then burn it into your brain, so you will get focused, get motivated and get hired. Fast. There are two steps to this goal-setting process. Step 1) Decide on the job you want and write it down Complete the following statement and write it on a 3×5 card: “It’s June 30. I’m an outstanding JOB TITLE who adds value to the company lucky enough to have me. I’m making $XX,XXX in a stimulating environment, doing work I love, surrounded by co-workers I enjoy.” Now, why is this important? Writing a goal forces you to get clear on what you want. After all, you’d never write down a goal like this: “Um, well, I’d like a job that pays the bills, maybe working in an office or something.” Yet, that’s typical of the response I get from many people when I ask, “What job are you looking for?” So, by writing down a specific employment goal with a due date (so your subconscious knows you’re serious), you’ll be ahead of the vast majority of other job seekers. But that’s not enough … Step 2) Reinforce your goal Writing down a goal is great. But if you want breakthrough results, you have to reinforce it until it’s crystal clear in your mind’s eye, like the North Star. To do this, read your goal out loud 10 times every morning. Then, put your 3×5 “goal card” in your pocket and refer to it during the day — at least three times, if you can. Soon, your life will organize itself around finding your ideal job, as your subconscious goes to work. You’ll start to see employment leads where before there appeared none. Example: someone you haven’t heard from in 10 years will call, and the conversation will lead to a job interview. Or your hair dresser will volunteer the name of a hiring manager who’s looking for someone like you. Or your next-door neighbor will bring back a hammer he borrowed last year … along with a job lead. I’ve seen this sort of thing happen too many times to dismiss it as chance. Try this two-step process for the next 30 days and see for yourself. By Kaye Bailey Sometime, during the phase of rapid weight loss after gastric bypass surgery, many patients may find their weight loss is stalled. Talk about discouraging. The daily ritual of weighing and celebrating another pound gone has turned into depressing torture because the scale just wont move- the dreaded plateau has arrived. One reason for the plateau is physiological. The body reacting to the restrictive caloric intake sends out a signal to start burning less stored fuel. In other words, the metabolic rate (the rate at which the body burns fuel) is reduced as the body attempts to conserve fuel in reaction to a state of famine. Your body is hanging on for dear life to its beloved fat. Face Down The Dreaded Plateau: There are things we can do to face down the dreaded plateau. The first is to avoid beating up on ourselves or regretting the decision for WLS. Simply accept that a plateau is part of the natural course of weight loss and this too shall pass. Plateaus can last two to four weeks. Try to be patient and consider your body is simply taking a rest from the hard work of losing weight. Avoid snacking during the plateau. Old eating habits that caused obesity may resurface as we comfort our disappointment with extra snacks or make unhealthy food choices. Try to avoid this type of self-sabotage. Keep in mind, a plateau is a difficult time emotionally. I can recall feeling, I really didnt deserve to lose all this weight anyway, so I may as well eat this or that. Avoid the self-pity trap. Re-examine your commitment to healthy eating and exercise. Sometimes a plateau can be busted simply by returning the very basic principles of living after gastric bypass. One nurse-dietician suggests a return to pure protein for 48-hours. That means eating only eggs, low-fat cheese, chicken, tuna, turkey, etc. - nothing processed. The science behind that is the intake of pure amino acids (protein) will boost metabolism and force the body to burn stored fat. Another way to feel proactive in plateau busting is to kick-up the exercise program. Add an extra half-mile to a walk or an extra set of repetitions to the strength training program. Any little change will catch the body off guard and it just may respond by dropping a pound or two. And of course continue to drink clear fluids, specifically water, to flush the body of toxins and fat. Counterfeit Plateaus: Now, What about the plateau that lasts longer than four weeks and you still have lots of weight to lose? These are referred to as Counterfeit Plateaus in the health community. Most counterfeit plateaus result from miscalculations or forgetfulness on the part of the dieter. For example, maybe we are forgetting to avoid starchy carbs or processed snacks. Maybe we are eating a tiny dinner and an hour later eating another tiny dinner? Perhaps weve fallen out of the habit of exercise. Little slip-ups or forgetfulness can become quite costly if we let it go too long without correcting the behavior. Take a hard look and find ways to improve habits and boost weight loss. Water/Fluid Retention Plateaus: Too much salt in the diet will cause a water retention plateau avoid prepared soups or other foods that have excessive salt. A fluid retention plateau is the result of insufficient water consumption so the body retains fluid to compensate. Remember, drink the water. Plateaus are Temporary: Remember, plateaus are temporary.
